Taxing labor more than capital is an abomination but not the only one to be remedied with a "Footprint Tax." Labor should be completely tax free thus maximizing the incentive to work. The fruits of labor such as capital and capital improvements are also properly tax free. Both labor and capital are 100% the rightful property of the person or persons who produce them. The natural order is for the cost of self government (i.e. the cost of implementing the Constitution which protects national security, natural rights and the fruits of labor), to be paid by those who benefit from it. The amount paid is determined by the footprint an individual places on the ecosystem and the society upon which his or her life depends. Our ecosystem is the gift of nature to the community. Both the ecosystem and the community existed before the people who now exploit them both. Ownership of both the community and ecosystem of which it is a part belongs to all whose lives they support. Thus taxes to support the community and its government should derive from rents or taxes taken for use of, or Footprint upon, the ecosystem and its various parts. This reverses the current incentives which reward wasteful abuse of resources. Instead it creates strong economic incentives to conserve nature as. It makes it profitable to conserve, reuse, repurpose and recycle. Since corporations have no rights, Constitutional, natural or otherwise, they properly should not pay any taxes but only convey the footprint taxes incurred in the service of their clients and customers. Artificial entities such as corporations are instruments of property created by the community under state charter and have only the privileges needed to do business granted by the State. (And of course money must be regulated in all political activities because it is not speech. It is a megaphone which easily drowns out speech giving unfair advantage to the already advantaged.)
