Ted Dowling died yesterday. Ted was the former Exec Director of the Municipal Council. He was smart, funny, kind, and great at his job. He used to lean against the door jamb during Council meetings, arms folded, and he would greet, smile at, or give a wink of encouragement to every person who addressed the Council. He was always smiling. He ran an open office -- the public was always welcome to drop in, sit on the couch, and visit with him or a Council member. He bent over backwards to encourage citizen involvement. In 1997, when I attended my first Council meeting to read a letter requesting the Councils help, I was very nervous; it was my first time at the mic. Afterwards, Ted pulled me aside. put his arm around me, and said,Good letter. You did well. And then he gave me that bid ol Ted Dowling grin. He was the perfect liaison between the Council and the city. Every neighborhood chair knew and loved him. Having a director like Ted made the Council more effective. He was the perfect public servant -- in it to help others, not for himself. RIP Ted, and thank you.
