Employers who want to hire temporary foreign workers must get approval from the government by applying for a Labour Market Opinon (LMO). A positive Labour Market Opinion will show that there is a need for the foreign worker to fill the job you offer and that there is no Canadian worker available to do the job, according to the Citizenship and Immigration website. But Alboim said the LMO process is far too easy for employers. The applications are approved without asking employers pointed questions about their wages, working conditions, how far afield have they looked for workers and what could they do to make their jobs more attractive, Alboim said.
