Tenants advocates often refer to the Ellis Act as an eviction loophole or as being dirty. It is not a loophole - its the law. The Ellis Act is a State law that gives a property owner the right to withdraw a property from the residential rental market. And theres nothing dirty about it when a landlord adheres to the numerous procedures imposed by State and Local laws - which procedures often require paying tenants tens of thousands of dollars and giving them a year to vacate.
