Terms of Reference for Individual SSA Position Title: Emergency Communication Officer Level: NOB Fee: N$32,000 x 4 months = 128,000 Location: UNICEF Namibia Duration: 4 months Start Date and Ending Date: 15th July 2013 to 31th October 2013 Reporting to: Communication Specialist Budget Code/ SC130110 WBS 6980/A0/04/007/006 Justification President Hifikepunye Pohamba declared a national drought emergency on Friday May 17 2013. The drought situation is affecting all 13 regions in Namibia, and the impact is being manifested by death of livestock, failure of crops, reduced economic activities and declines in human health. Children are particularly at risk of worsening health and nutritional status due to existing vulnerability. The drought assessment has clearly shown that the situation is critical. President Pohamba has appealed to the international community to assist the Government in this present crisis situation. As a result of the drought, media reports on malnutrition and closure of schools in the most affected regions are becoming increasingly alarming. The first Sit Rep issued by OCHA and UNRC was on 24 May 2013 one week after the declaration of drought emergency. Since then most of the information related to drought emergency is received through either Government Ministries on their planned interventions or the media. In this context it is crucial for UNICEF to be part of the conversation in the national and international media. To this end UNICEF Namibian Country Office is in need of communications support for external media to ensure available information from communities shared widely, visibility in the press and advocate for the rights of children. UNICEF Namibia is in the process of recruiting a Communications Specialist for this support. The post is set to be filled by the 15th July 2013. Short-term support is needed in the meantime to support the CO in media relations and provide an on-going strategy targeted at the international press and media. Scope of Work Under the overall guidance of the Communication Specialist and the technical guidance of the three section Chiefs and their programme staff, the candidate’s, responsibilities will include: Strengthen National and international media outreach through • Travelling to the most affected regions and communities and develop key messages and human interest stories for the web site and social media in collaboration with programme staff • Developing social media package focussing on the drought in collaboration with programme staff • Writing press releases, news notes, quick lines etc. • Drafting talking points for UNICEF Namibia Spokespersons • Maintaining daily blogs on Tumbler on the emergency in line with UNICEF regulations • Facilitating media briefings for National press • Provide work plan and handover for future media support • Assist CO to build a network of public information officers among the key UN and NGO agencies, to coordinate and collaborate on communications in an emergency, in liaison with OCHA. • Assist UNICEF Regional Communication team with field visits and media stories • Advise on the CO’s long term plan for media training of journalists and staff during the Emergency PCR/IRs areas covered IR 2: Increased Public and Key Stakeholders access to information on Namibia’s children. IR 3: Strategic alliances and public/private partnerships to promote action on children’s rights developed Expected Deliverables Number of compelling stories sent from the most affected communities???? • Four months media plan developed on the drought emergency • Key messages developed based on UNICEF Emergency core commitment and the situation on the ground • 4 web stories and 6 human interest stories developed in collaboration with programme staff • Social media package focusing on the drought developed • Daily drought emergency blog on Tumbler maintained as per UNICEF rules • Monthly comprehensive monitoring and implementation reports submitted • Inputs to Situation Reports (UNICEF and OCHA) and to OCHA information platform Desired background and experience University degree in social sciences, communication or related technical field. Have superior writing, research skills and analytical skills Five years of progressively responsible and relevant professional work experience in the planning and management of social development programmes, including two years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes. Fluency in English Competencies of Successful Candidate - Knowledge of current developments in the fields of communication theory, indigenous media, community organization and participation and evaluation of communication interventions - Proven skills in communication, networking, advocacy and negotiations; - Ability to organize and implement communication tools including ability to come up with a media - Ability to express clearly and concisely ideas and concepts in written and oral form. - Computer skills, including internet navigation, and various office applications. Proposed Working Methodology Based on the objectives/tasks the candidate will propose and develop monthly plans in consultation with the Supervisor for approval. The candidate will spend 80% of his/her working time in the most affected regions. He/she will keep the Supervisor informed of developments and hindrances in carrying out the assignment on a regular basis. At the end of each month the candidate will produce a report on the completion of tasks against planned outputs. Special Conditions 1. The consultancy will commence on the 15th July 2013 and end on the 31st October 2013. 2. Monthly lump sum fees will be paid based on the monthly plans and upon submission of monthly reports
