Terms of Reference for the evaluation of Vive Zene, Centre for therapy and rehabilitation Tuzla, Bosnia and Herzegovina Purpose of this evaluation is to get independent assessment of the quality of implemented activities as well as of programs results. Aim of the evaluation is to evaluate effectivity, efficiency and relevance of Vive Zene and its Partner organisation intervention. Special field of interest: - Identify the most visible area of impact and to determine what benefits this program has brought to beneficiaries - Assess if the program has made an impact on the responsibilities of the relevant authorities, professionals working with victims of war and other institutions - Which contextual conditions influence weakening or strengthening of community work (groups) - Do we provide sufficient support to the reconciliation process among different ethnic groups - Results of psychosocial work on strengthening victims associations - Results of training and capacity building of professionals in North East B&H Relevance: - the adequacy of the approach and methodology chosen in order to reach the project goals - whether the initially defined activities and expected results were adequate for reaching the goals - Is division between work on different levels (as described in background- multilevel) are adequate in relation to beneficiaries? Effectiveness: - address the structure, system, and procedures applied to support program implementation, - What lessons can be learned from that process. - Competencies and effectiveness of all stakeholders in the project and evaluates the level of cooperation and coordination of project activities among Vive Zene and Partner organization and user groups.
