Thai Lottery A note and two photographs from a friend: The National Council for Peace and Order is attempting to cap the price of lottery tickets at 80 baht. Distribution of tickets has been dominated by large distributors known as the ‘five tigers” for many years. Tickets are sold by the Government Lottery Office to traders for 74.40 baht each, while the “tigers” pay the GLO 72.80 baht per ticket. About 80% of the tickets sold to traders are then sold to the “tigers” and other large distributors at 81-86 baht each. These large traders sell to wholesalers at a 5 baht markup who in turn sell their tickets to retail vendors marked up another 5 baht. The price to the final purchaser now becomes 100-110 baht rather than the 80 baht suggested by the GLO. A profit of between 25 and 30 billion baht per year is amassed by the big distributors. Some retail vendors are now able to sell tickets for the official 80 baht price as they have received them directly from provincial governors and provincial finance chiefs. Other vendors have ‘disappeared’ because they are unable to receive tickets from provincial authorities so they would havet pay more than 90 baht per ticket from wholesalers. The NCPO has threatened not to renew contracts between the GLO and large distributors. But authorities admit that the entrenched middlemen remain a problem.
