Whenever Mr Museveni talks of investigating human rights record in the armed forces, or elsewhere; what he is saying is that he is going to find a ground with which to accuse and purge those he dislikes within and without his ranks. Such an investigation will never be independent or transparent: it will be a rubber stamp to glean evidence with which to bring trumped up charges against targeted political opponents for victimisation. Were Museveni ever interested in carrying out any honest and truthful investigation, he and the NRM would have accepted the proposals to set up an independent public inquiry into the many issues, in which, the government had been accused, including: the Luwero Triangle massacres and the many mysterious deaths, including of those in top posts in the ruling party. Now, suddenly he seeks to carry out an investigation. Who does he want to accuse now? Museveni has never apologised even for the atrocities he admitted his army committed in the North and East of the country. He sees nothing wrong with his rule; he never sees himself as the problem: who then is he intending to accuse of committing these atrocities? That is the logic of independent inquiry; there is no presumption of guilt or of innocence. If it is public, it will be open for all to see. What is wrong, even terrifying, is for Museveni, and his cronies, to be left within their own devices, to carry out any investigation. Such an investigation will turn into an instrument of dictatorial manoeuvring of torturing and purging those the regime suspects of undermining its grip on power. Since Uganda acceded power in Uganda and became friends with the West, anything he did, however gross, did not matter, as long as it did not offend the interest of some of these foreign powers. In that sense, much praises collated over the head of Mr Museveni and that of his fellow rulers. Democracy in Uganda took a totally new meaning. It did not matter how much murders of innocent civilians the government carried out. Museveni and the NRM, even today, still remained the most favoured of African leaders. Effectively, he exchanged the country, for access and occupation of power, with selling of every wealth, including now land and related assets. Corruption became the new order of rule and manipulations. The state of Ugandans security itself today remains at stake, even for Mr Museveni: corruption is tragically sinking the country down under. Today, these Western donors continue to turn a blind eye to the countless atrocities Museveni and his military committed. There is the silence. To them, Mr Museveni is best for the dirty job of selling Uganda under the fake banner of capitalism and democracy. Now many are being killed and uprooted from their lands by force - all in the name of investment and privatisation. All they think about is power and money. Human lives for them mean nothing at all. To them, politics and morality does not mix; and they are wrong. The result today has been a situation of a ticking time bomb even Mr Museveni can no longer handle. The violence and plundering in the country has taken a turn for the worse. The streets are a constant breeding ground for would be agents of wrath. The government of Mr Museveni has never been more at risk. Every effort to induce wars and more violence, to try and save his regime, in South Sudan has come to naught. The war in Somalia continues as a tragic failure. Congo, even Rwanda and Burundi, remains at permanent stake. The peace sought after has failed to materialise. The regime of Mr Museveni, founded on blood and violence, continues to sink in the same way it came about: blood and violence will bring it down. As it is often said, every dog has his day; Musevenis day has come. He must face up to his fate; the very wrath he helped to create has come home to roost.
