Thank you for your comments on the ECU’s provisional finding. I attempted to explain in that finding why I think it was reasonable to make a reference to Filipino children in this context. The humour came from a clearly ludicrous proposition (that a cosmetic company would test its products on children of any nation). I think it is reasonable to assume that most viewers would understand that; I do not believe that the reference to Filipino children in particular was evidence of bias or unacceptable offence. You have asked why Ms Ryan chose to refer to Filipino children . I have to say I don’t know the answer to this but I think it was justified because, as I explained in my previous finding, there is some evidence of child exploitation in the Philippines from recognised international bodies and so the humour was grounded in an unfortunate truth. e.g. unicef.org/philippines/reallives_12091.html and ilo.org/manila/lang--en/index.htm. I therefore do not think there is anything I can usefully add to my provisional finding and I do not believe there are grounds to change or amend my finding. I should explain, however, that it is open to you to ask the Editorial Standards Committee of the BBC Trust to review my decision. The Trust represents the third and final stage of the BBC’s complaints process.
