Thanking YMPs who are making information materials and EXTRA efforts to promote solid waste management. Newsletters on the 8 month efforts in the Islamic City have been circulated at the Saturday Kazalimbago Meeting at Campo Ranaw. This Thursday, barangay captains will convene at Country Village Hotel and be reminded of the mandates on enforcing ecological SWM. YMPs who are barangay supporters, officials or captains (such as Inshirah Pie, Tatix Tomawis Salic ), see you at CDO For efforts and taskforces to be monitored , may we urge focals from DepEd ARMM (ie Assec Saada, Waisa, Jamalia, Aquil etc) to be updating . Schools in ARMM are urged to implement no-plastic , no styrofoam and other ESWM policies. It will be recalled that DepEd Memorandum No. 33-2001 provided for the monitoring of school implementation of ecological solid waste management, including the promotion of “sorting-at-source,” the “use of recycled materials” and “banning any form of open burning.” DepEd is a member of the National Solid Waste Management Commission per RA 9003 or Ecological Solid Waste Management Act of 2000. Citizens can file suits called SLAPP under the law against non-performing agencies who do not enforce the ESWM Act . SLAPP means Strategic Lawsuit Against Public Participation. Any citizen may file civil, criminal or administrative action against: 1. Any person who violates or fails to comply with RA 9003 and its IRR. 2. DENR or other implementing agencies for orders, rules and regulations inconsistent with RA 9003. 3. Public officer who willfully or grossly neglects performance of duty, abuses his authority, and in any manner, improperly performs his duties under RA 9003 and its IRR Did you also know that 5 percent of our waste is THE ONLY TRASH that should be let out and 95 percent is actually USEABLE? Did you also know that LITTERING is penalizeable by 300 pesos? Did you know OPEN GARBAGE PITS are not allowed and thus penalizeable? Did you know each household produces enough trash to compose a compost weighing kilos of fertilizer? A related question, how many of our LGUs have public toilets and septic tanks? Divisions in Lanao del Sur and Marawi City have been in communication with the SWM Board of Marawi City on enforcing SWM. Marawi City is the capital of Lanao del Sur and the center of market, terminal and other public utilities. Ecowaste Coalition reminded that “Zero waste resource management will contribute to a healthy and socially-responsible school system that will not add to the 35,000 tons of trash that the whole country generates each day.” MSU and Tanggol Kalikasan will be sponsoring a capacity building workshop for local government chief executives/mayors and vice-mayors on SWM and other environmental, hazard concerns on August 19-21 in Tagaytay. Lecturers on SWM are available within the Basura Buster network and MSU academe initiated by Young Moro Professionals Network Northern Mindanao LGUs by the Local Government Code (LGC) of 1991 are required to organize Local Schools Boards and must enforce SWM . Leaves in schools can be turned into fertilizer through shredding by the City Agriculture office. Coordination is urged.
