Thanks to The Straits Times for publishing SPCAs Letter to the Editor on today’s (Sat 17 Jan) FORUM page. Amid constant concerns over the HDB’s policies on allowing more dogs in HDB households, the SPCA is heartened to point out that bigger-sized dogs, particularly local cross-breeds, not exceeding 15kg in weight or 50cm in height, can now be adopted by HDB owners (following the Ministry of National Development’s official endorsement of Project ADORE (announced in the press on 28 may 2014)). To allay concerns, though, we wish to stress that strict rules do apply for HDB residents adopting dogs. Keen adopters are restricted to only one dog per HDB household, the dogs must be properly screened and counselled by the SPCA, the Action for Singapore Dogs or Save Our Street Dogs. Adopters must also pass the relevant home assessment test to determine the suitability of the dog to the adopter and his/her home environment. The SPCA recognises the high-density living conditions of HDB home owners, and takes pains to ensure the right-sized mixed breeds are adopted in such households. Adopters must enrol and pay for compulsory basic obedience training classes they are to attend with their adopted dogs, and sign a declaration to observe the code of responsible conduct. All adopted dogs must also undergo a thorough health check and be vaccinated, sterilised and micro-chipped, as well as licensed and registered with the Agri-Food & Veterinary Authority (AVA). Besides meeting height and weight requirements, the Project ADORE dog should have a suitable temperament.
