Collective bargaining will be the chief instrument for determining working conditions and salaries. 2.Ministry of labour to be a stand alone and focus on implementing labour laws and ensure compliance of training and localization programmes 3.recognize trade unions as integral part of economic and social development strategy; treated as equal partners in the development process. 4. Improve dispute resolution mechanisms as a matter of urgency. 5. Remove industrial court from the ministry of labour and establish labour court of appeal specifically for labour matters. 6. A living wage shall be introduced and aligned to cost of living. 7.Compulsory pension legislation for all workers shall be established. 8. The scope of essential services shall be realigned according to the definition and scope of essential services in the 1994 ILO committee of standards. 9. Workers shall be facilitated to own shares in public corporations 10.
