That military manual is right about one thing: The complexity - TopicsExpress

That military manual is right about one thing: The complexity of classical COIN is compounded by the effects of globalization and the merging of global and local insurgent goals and means. Insurgents tend to be highly motivated—readier to persevere, commit heinous acts, and die than “regular” troops fighting without necessarily being personally attached to the cause. Lacking the means of states, insurgents must be, and tend to be, resourceful, ingenious, stealthy, and ruthless. Lacking the structures of states, they can be flexible, adaptable, and unruly. Insurgents can bring out the worst in counterinsurgents, making COIN not only difficult but also sometimes brutal.
