The 2008 California state law has brought about a proliferation of illicit massage parlors in many communities, including Huntington Beach. This was not the objective of the 2008 legislation but, as often happens, it is the unintended consequences that create problems. With this law likely to sunset at the end of this year, we can return to effective regulation at the city level. But the big question will be, what can we do to remove the illicit massage parlors that have located here while the law has been in force?
