(English and French Translation) Dr. Julian Burger was head of the Indigenous peoples and minorities programme at the Office of the High Commissioner for Human Rights for more than 20 years, and organized the negotiations on the Declaration on the Rights of Indigenous peoples. Julian would be the person who can steer the concept of how to procedurally upgrade the historic Declaration on the Rights of Indigenous Peoples (DRIP), to a CONVENTION within the UN bureaucracy. The article Julian wrote, and now published in the Commonwealth based in London, will be the bases as a working paper AIM-WEST will apply at its HLPM side-event on September 21st and to expand the idea of the time being ripe to introduce a process toward upgrading the DRIP to a CONVENTION on the Rights of Indigenous peoples. This will be the goal we leave for the youth to challenge governments toward its completion, taking perhaps a decade, a much shorter time than the DRIP took for its adoption. ------- The article in English and French can also be found in AIM-WEST website, and Facebook. We are making efforts to translate into Spanish. If anyone can translation the document into Russian, Chinese and Arabic would be much appreciated, we are a low-budget operation! (Just three pages long!) let me know or write me with your organization in support of a upgrade of the DRIP to a Convention. Also see the final conclusions and recommendations by Special Rapporteur Mr. Jose Martinez Cobo, report of 1982-3, regarding a Convention for Indigenous peoples.
