The ANCYL Buffalo City Regional Executive Committee on Thursday 11 December 2014 held its last ordinary meeting for the year 2014, this meeting mostly focused on the REC Programme of Action for the coming year. This communiqué serves as a formal communication to all Buffalo City ANCYL branches of the decisions of the REC regarding programmes that must be undertaken by the ANCYL in the month of January 2015. All branches of the ANCYL are expected to be engaged on the following programmes starting from the 5th till 31st of January 2015: Report Back Branch General Meetings (05th – 23rd January 2015) All branches are expected to convene Branch General Meetings between 05th to the 23rd of January 2015 for delegates to give reports to the general membership about the Regional Congress, Provincial Congress and the National Consultative Congress. These Branch General Meetings will also be used by the REC to thoroughly asses the state of branches and as such all these BGM’s will be overseen by an REC Deployee. In this regard branches are expected to forward the dates of their report back Branch General Meetings to the Office of the Regional Secretary. Branches not in Good Standing All branches that failed to convene their Annual General Meetings(Branch Congress) or failed to reconvene their AGM’s after failing the Audit are considered as branches not in good standing. The REC resolved that REC members will deployed to these branches to assess the state of these branches and to consider suitable mechanisms that can help these branches to convene successful Annual General Meetings(Branch Congress). These visits will also take place between 05th to the 23rd of January 2015. Back to School/ Right to Learn Campaign The Annual ANCYL Back to School/ Right to Learn Campaign will start on the 05th of January 2015 till the 27th of February 2015, this campaign has the following key objectives: · To encourage all young people to go back to school in attempt to ensure that we reduce the number of school dropouts. · To encourage all young people to go pursue higher education in the form of Universities and Technical Vocational Education and Training Colleges(FET). · To fight against any barriers that could potentially exclude young people from accessing their right to education like financial and academic exclusions. · To create information sharing platforms to expose young people to all the available educational opportunities. In this regard all ANCYL structures within the region are expected to embark on the following key activities: · Visit Schools in their localities to engage with the School Management and SGB’s on the School’s readiness the reopening and key challenges facing the school. · Engage on School cleaning campaigns in order to ensure that the school environment is ready for the reopening · Host Education Information Sharing Sessions to share information on higher education and training opportunities including career guidance and funding options like NSFAS. · Engage with our allies in the Progressive Youth Alliance particularly COSAS and SASCO on how we can integrate our campaigns. In this regard the ANCYL REC will convene a meeting of the Progressive Youth Alliance REC’s on the 7th of January 2015 to integrate our Back to School/Right to Learn Campaigns. REC induction(23rd January 2015) The REC will host its induction on 23rd of January 2015, the induction will be extended to Zonal Chairpersons and Secretaries. REC Lekgotla(24th -25th January 2015) The REC will host its two day annual strategic planning session in the form of a Lekgotla on the 24th -25th January 2015, which will be attended by the REC, Zonal Chairpersons, Secretaries and Treasurers, the Lekgotla will also be extended to all Branch Chairpersons and Secretaries. The Lekgotla is expected to develop the comprehensive 2015 Programme of Action for the ANCYL in the region as such the Lekgotla will receive presentations from the following key institutions · Buffalo City Metropolitan Municipality · National Youth Development Agency · Buffalo City Youth Council · Motsepe Foundation · Department of Education(Higher and Basic) · Department of Sports, Recreation, Arts and Culture Branch Inductions(31st January – 01st February 2015) The REC will convene induction workshops for all Branch Executive Committees, the Induction Workshops will be convened at Zonal level on the following dates. · King William’s Town – 31st January 2015 · Mdantsane – 31st January 2015 · East London – 01st February 2015 · Duncan Village – 01st February 2015 ANC 2015 January 8th Celebrations The African National Congress will be hosting 103rd anniversary and 2015 January 8th Celebrations in Cape Town on the 10th of January 2015. All ANCYL members are encouraged to attend these celebrations and as such transport arrangements are being made by the ANC in the region for all those who wish to attend these celebrations. We therefore request all ANCYL members who are interested in attending these celebrations to submit their names to their ANCYL Branch Secretaries and these lists will then be given to the ANC Branch Secretaries. This is the minimum programme that we expect all the ANCYL structures within the Buffalo City Region to be engaged in come the 5th of January 2015.
