The African Union (AU) is today, “23 June 2014” celebrating the African Public Service Day (APSD). The APSD is a significant and memorable day in the history of Public Service and Administration in Africa. The day is set aside to among others recognize and appreciate the work of our “dedicated bureaucrats” who are constantly playing vital role in rendering on daily basis effective and efficient public service delivery to the African populace. The celebration emanates from the resolution of the first Conference of Pan-African Ministers of Public/Civil Service held in Tangiers, Morocco in June 1994.The APSD is also one of the programmes of the African Union Conference of Ministers of Public/Service (AU-CAMPS), currently operating under the auspices of the African Union Specialized Technical Committee on Public Service, Decentralization, Local Government and Urban Development and it has its secretariat (STC Secretariat) within the Department of Political Affairs of the African Union Commission.Every year, the APSD celebration focuses on specific public sector governance issue that calls for attention across the continent and needs urgent solution; the APSD champions will then decide and makes it the theme for that year. The theme is discussed, analyzed and recommendations are made to address and transform the public administration challenges into opportunities for socio, political and economic development.It is important to indicate that this year celebration title “The African Charter on Values and Principles of Public Service and Administration: a tool for Enhancing Governance in the Open Government Era” is taking place in all the African Union Member States twenty (20) years after the first decision was made on APSD by the Pan-African Ministers of Public/Civil Service. The efforts and commitments of all the stakeholders, particularly the APSD champions (the Governments of Ghana, Namibia and Tanzania) are commendable and the momentum must therefore be kept alive under the new African Union Specialized Technical Committee (STC) on Public Service, Decentralization, Local Government and Urban Development framework.In conclusion, the African Union would like to once again congratulate the entire African public servants across the continent for the progress made towards effective and efficient public service delivery and to encourage all the African public sector workers to continue the building of a capable and peaceful continent that we want. The African Union wishes all the African bureaucrats a memorable 2014 APSD celebration and call on all the African Union Member States that have not signed and ratified the African Charter on the Values and Principles of Public Service and Administration to do so without further delay and those that have done that should prioritize implementation of its provisions.
