The Athens County Commissioners have scheduled a public meeting [for Tuesday, December 30] regarding a proposal for a third oil and gas hydraulic fracturing waste injection well in eastern Athens County. […] According to the new K&H application filed with the ODNR, the average amount injected in a third K&H well would be 5,000 barrels daily, up to a maximum of 12,000 barrels per day. That would equal perhaps as much as another 183,960,000 gallons per year, Reik said. Since only the first 500,000 barrels will be charged a fee, most of these 4 million barrels of frack-waste will be dumped without requiring any fees to the state or county, [Heather] Cantino noted. Three-fourths of what they dump will have no financial benefit to the state. Cantino added that calling it an injection well creates a misconception. Its just a hole in the ground, she said. The group also cited a federal report from the Government Accountability Office critical of Ohios fracking waste disposal program. Ohio requires no disclosure of the characteristics of the waste fluid either before or after an injection well permit is issued by the ODNR, the GAO found. Former Athens County commissioner and anti-fracking activist Roxanne Groff slammed a 2012 state law adopting a provision allowing oil and gas companies to declare any fracking chemicals a trade secret, thereby relieving them of any requirement to disclose the chemical contents.
