The BALTIC SEA - a role model for the South China Baltic Sea Region Border Control Co-operation (BSRBCC) was initiated during the fifth Ministerial Conference of the Council of the Baltic Sea States (CBSS) in Kalmar (Sweden) in 1996. As a consequence of the political initiative, within the frame of the first BSRBCC Heads Conference of ten countries of the Baltic Sea Region in Turku (Finland) in 1997, was the BSRBCC formally established as a platform for co-operation between border/coast guard services in the region, focusing on the border surveillance, preventing and combating trans-border crime with particular emphasis on illegal migration, smuggling of goods, as well as violations of the existing regulations in maritime areas. BSRBCC focuses on border and sea areas of co-operating countries and is today a model organization of the border/coast guard services co-operation at the regional level. Within the frame of BSRBCC actively co-operate border/coast guard services of Denmark, Estonia, Russian Federation, Finland, Lithuania, Latvia, Germany, Norway, Poland, Sweden and Iceland - as an observer. Decision-making body determining the strategic directions of the development of BSRBCC is the BSRBCC Heads annual Conference. Expert platform working out practical solutions to the executive level is so-called Baltic Border Committee (BBC). Within the frame of BSRBCC, there are National Co-ordination Centers (NCCs) located at individual border/coast guard services which perform tasks in 24/7 system. The principle of coordinating the co-operation was established in the form of the annual presidency of BSRBCC, hold by chosen border/coast guard services involved in the process of co-operation which establishes International Co-ordination Center (ICC). Previously the tasks within the BSRBCC presidency were carried out respectively by border/coast guard services of: Finland - 1997 - 1998 Sweden - 1998 - 1999 Russian Federation - 1999 - 2000 Germany - 2000 - 2001 Estonia - 2001 - 2002 Poland (Border Guard) - 2002 - 2003 Lithuania - 2003 - 2004 Latvia - 2004 - 2005 Norway - 2005 - 2006 Finland - 2006 - 2007 Sweden - 2007 - 2008 Germany - 2009 Russian Federation - 2010 Poland (Border Guard) - 2011 Denmark - 2012 The framework of BSRBCC implements current exchange of information at the operational level using the encrypted electronic information exchange system, exchange of experts, joint advanced trainings, border trainings and maritime operations, meetings at expert level on selected issues of cooperation, joint risk analysis in region. BSBRCC cooperates with many separate forums of cooperation in the field of border security. The main partner is European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union - FRONTEX. During the XV BSRBCC Heads Conference held on 7-9 th November 2012 in Ronne/ Bornholm (Denmark), the Head of the Danish Police passed the BSRBCC presidency to the Head of the Finnish Border Guard.
