The Canada Jobs Grant program is supposed to launch April 1 and help boost the number of skilled workers through a training grant of up to $15,000, funded equally by Ottawa, a provincial government and an employer. But Ottawa proposed to pay for its share by removing $300 million from an existing $500 million Labour Market Agreement that the provinces had used to help retrain people - including aboriginals, the disabled and older workers - not eligible for Employment Insurance.
