The Chronicle today carries a story about USFWS and the City. Do read it. Particularly this paragraph: And what makes this whole thing really, really difficult is the lease agreement we have with the city and SWFWMD. As you know, 70 percent is owned by the city and 30 percent by SWFWMD. The lease agreement said any changes we make to the management plan or about access to the property, we have to get written permission from the city council. I don’t know of any national wildlife refuge in the whole country that has an agreement like that, where you had to get written permission from the city council.
