The City Council a few years ago, of which I was a member at the time, debated a residence requirement for the city. The president and other members of the council were strong proponent arguing all the benefits that residency would bring the city while I offered an alternative that would have encouraged a preference based option. After researching cities in the Commonwealth that had residency, including Boston, it was obvious that residency was largely an old ineffective idea. In spite of all the evidence I presented against residency the Council voted overwhelmingly for the residency requirement anyway. So, while Fall River still embraces residency, although by my last inquiry it has not been implemented, there is a clear and compelling argument to do away with it in Boston. Hopefully, Fall River will begin to be more progressive than regressive in its approach to local government. Much can still be done in our city if we could only become less provincial and parochial in our local attitude and policies.
