The Civil Society for HIV and AIDS in Nigeria (CiSHAN) was established in August 2000 and registered with the Cooperate Affairs Commission (CAC) in May 2005 as Network / Umbrella Body working on the prevention and mitigation of the impact of HIV&AIDS. Ekiti State Chapter (EKCiSHAN) started in 2003 as a product of a process supported by DFID to organize the few Non-Governmental Organizations into a more formidable and effective Non-State Actors in order to interface with public entities for advocacy, good governance, community mobilization, Monitoring and Evaluation, Supportive Supervision, policy development and Capacity Building. CiSHAN currently has its State Office and headquarters in Ado-Ekiti and Abuja, Nigeria respectively. To strengthen our operations in Ekiti State, we are seeking qualified applicants for the vacant positions: THE PROJECT Civil Society organizations have been playing a critical role in Nigeria’s response to HIV and AIDS since the mid 90s. Following adoption of the multi-sectoral approach to HIV and AIDS and development of National HIV/AIDS Strategic Frameworks, their role was further expanded. Over the last decade various development partners have supported the CSO contribution with funding and capacity building support. For instance, the first World Bank “HIV/AIDS Program Development Project” (HPDP1) included significant support to CSOs as part of the HIV/AIDS Fund (HAF). The second “HIV/AIDS Program Development Project” (HPDP2), approved by Government in February 2011, will build upon the achievements of HPDP 1. The HAF, which is a key component of HPDP 2, will continue to support expansion of the civil society and private sector engagement and response. EKCiSHAN partners with Ekiti State AIDS Control Agency (EKSACA) to execute the WORLD BANK assisted Ekiti State HPDP 2 PROJECT Location: EKTI STATE Job Title: PROGRAM OFFICER (HIV/AIDS) Summary The Program Officers will principally be responsible for, and focus on, providing technical and professional assistance and support to the CBOs/PSOs/FBOs working on capacity development, Supportive supervision, HIV/AIDS intervention within the states, provide effective programme management and administration, as well as the monitoring and reporting on the activities of CBOs/PSOs/FBOs in the State. Responsibilities The Program Officers would be responsible for • Providing sound and updated information relating to current and emerging issues in HIV/AIDS • developing innovative strategies to strengthen the effectiveness and quality of service provision in their areas of assigned responsibility • Proactively and efficiently managing the implementation of the project activities • Participating in development, management and review of program activities • Monitoring and evaluating progress of initiatives in areas of responsibility. This will involve undertaking periodic visits to program sites within the selected Local Government Areas and Wards. • Achieving and maintaining an effective and efficient level of communication with the network, other relevant Stakeholders. • Facilitate trainings, workshops, meetings and submit reports of such activity • Performing any other duties as required by EKCiSHAN Coordinating Committee consistent with the achievement of program objectives as they work in an ever changing and dynamic environment Requirements • ND, HND or B.Sc in Social Sciences, Public Health or any related field with minimum of 1 years relevant experience in HIV/AIDS Programming • Well-developed computer skills & familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable. • Knowledge of HIV/AIDS intervention, strategic planning, program management, training facilitation and project implementation • Experience with Donor grants implementation and reporting procedures • Experience in designing and implementing of public health development programmes funded by local and international donors. • Demonstrated management, supervision, networking and leadership skills working with State/local Governments and communities. Desired behavioural competencies o Accountability and effective negotiation skills o Making Effective Decisions o Changing and Improving o Delivering Value For money o Delivering at pace o Collaborating and Partnering o Leading and Communicating Job Title: FINANCE/ADMINISTRATIVE OFFICER Summary The Finance and Administrative Officer is primarily responsible for the sound and efficient functioning of the financial and administrative systems and procedures at the CiSHAN offices. In addition, the Finance/Administrative Officer will advice the PMT regarding all financial and Administrative matters (available budgets, activities, etc) connected to the network and other activities. The Finance and Administrative Officer would also be responsible for developing budgets as well as production of timely monthly and quarterly finance and administrative reports. Responsibilities 1. Ensure compliance with World Bank’s financial management and procurement requirements. 2. Generate and coordinate periodic financial reports including monthly Bank Reconciliation statements for all bank accounts, (i.e. monthly/quarterly/annually) 3. Follow up on prompt release of funds, once approved and ensure relevant books and records are maintained for all financial transactions for activities under him/her. 4. Responsible for issuing receipts, preparing and posting of Payment Vouchers into the relevant systems and maintaining the cash books in accordance with laid down procedures. 5. Payment of advances as approved by the PMT as well as ensuring the retirement of such cash advances. 6. Ensure timely submission of relevant monthly, quarterly and yearly financial reports on activities implemented to all stakeholders. 7. Support the programme officers to draw up periodic work plans and budgets 8. Maintenance of the EKCiSHAN equipment and facilities. 9. Perform other duties as may be assigned by the EKCiSHAN Coordinating Committee Requirements • ND, HND or B.Sc in Accounting, Business Administration, or any other related field with minimum of 1 years relevant experience • Well-developed computer skills & familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable. Desired behavioural competencies The same as for the Program Officer Salaries & Benefits: Salaries are moderate for the social sector and commensurate with experience.
