The Co-chairs of the Joint Committee on Ways and Means released a 2015-17 budget framework that does not adequately prioritize early learning. The framework doesnt align with Governor Kitzhaber’s recommendation to provide targeted money for early learning efforts including high-quality preschool and home visiting — initiatives that would have a direct impact on kindergarten readiness. These proposed programs, a relatively small percentage of the overall budget, stand to have a significant impact to close the achievement gap, improve third-grade outcomes and improve Oregon’s high school graduation rate.
