The Coast Guard’s National Maritime Center (NMC) published another Navigation and Vessel Inspection Circular (NVIC) in addition to the four other new NVICs released on August 29, 2014 in order to provide guidance on the implementation of the final rule titled “Implementation of the Amendments to the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers, 1978 (STCW), as Amended, and Changes to National Endorsements. NVICs Published on August 29, 2014: NVIC 20-14 Guidelines For Qualification For High-Speed Craft Type-Rating Endorsements. NVIC 21-14 Guidelines for Qualification for STCW Endorsements for Vessel Security Officers, Vessel Personnel with Designated Security Duties, and Security Awareness. NVIC 22-14 Guidelines for Qualification for STCW Endorsements for Officers and Ratings on Oil, Chemical, and Liquefied Gas Tank Vessels. NVIC 23-14 Guidelines for Qualification for STCW Endorsements as Electro-technical Officer on Vessels Powered by Main Propulsion Machinery of 750 Kw/1,000 Hp or More. NVIC Published on September 2, 2014: NVIC 24-14 Guidelines On Qualification For STCW Endorsements As Electro-Technical Rating On Vessels Powered By Main Propulsion Machinery Of 750 kW/1,000 HP Or More.
