The Court of Special Appeals of Maryland in determining that a general contractor was excluded from the statute of repose recognized the common-law principle of strict premise liability for abnormally dangerous activity, requires the defendant to be an occupier of the premises for the purpose of exercising control of the land citing to Toy v.
