The DPT manifesto recognizes the growth in the capacity of the private sector in Bhutan. And prioritizes the need to develop an enable environment for our economy to grow, in an equitable manner. This is in line with the draft 11th 5 year plan. The need to broaden and deepen the economic base of both the cottage/small industries and the medium and large businesses. The manifesto also identifies the need to enable the civil servants who are key in this process and therefore recognizes the need to re-form the Civil Servants Act. The third critical element is to strengthen the Local Governments by passing a Local Government Act and also allocating more funds for them and also to increase their compensation. So that capable people are attracted to participate in the formation of the Local Government. Only then can we ensure that attractive jobs will available for our youth and entice them to stay in their home districts. Which will further reduce the poverty level in the Dzongkags.
