The Delhi government has finalised the draft of Swaraj Bill, a legislation aimed at the decentrilisation of power which was promised by the Aam Aadmi Party in its election manifesto. Headlines Today has the exclusive copy of the final draft prepared by the Delhi government. The Bill provides for the formation of Mohalla Sabhas, which would have several powers like the power to recall councillors. They would also have power to recommend police action against people, a clause that would infringe on Central Governments control over law and order of the national capital. Here is the finalised draft of the Delhi Nagar Swaraj Act 2014. * Each ward to be divided in min 8 and max 12 mohallas * Mohalla Sabha will have one Mohalla committee constituing of One woman and One man, in case of a trangender, the person can opt to be elected as either male or female. *Mohalla Sabha has to meet at least once a month. * Tenure of Mohalla Sabha will be equal to Municipal corporation. * Mohalla Sabha meeting to be video recorded. * Proceedings of Mohalla Sabha will be telecasted on local cable networks and radio stations. *All decisions of Mohalla sabha shall be binding on Mohalla sabha representatives. * Mohalla Sabha will have the power to recall councillor (Ten percent of registered voters can recommend for the removal and 2/3rd of the people have to approve the recall). *State Elections Commission will get the new councillor elected within one month of the recall. FUNCTIONS AND DUTIES OF MOHALLA SABHA *Mohalla Sabhas shall strive for universal education and health care in the Mohalla Sabha, formulate and implement schemes to eradicate hunger and homelessness and for welfare of senior citizens, disabled and other vulnerable sections of the society. Powers of Mohalla Sabha: The Mohalla Sabha *shall have powers to get any information from any state government official or municipal body *to hire consultants * direct and authorize any expenditure *impose penalties or give rewards to govt officials who come directly under the Mohalla Sabha *no land use conversion shall be allowed without consultation of affected mohalla sabha (direct confrontation with dda) * no liquor shop to be opened without approval of Mohalla Sabha *can direct closure of existing liquor shops * police shall register an FIR if reffered to them by Mohalla Sabha (direct confrontation with Delhi Police under union home ministry) * if any person of the mohalla is arrested then police will have to inform the mohalla sabha within 2 hours Read more at: indiatoday.intoday.in/story/delhi-nagar-swaraj-bill-aap-arvind-kejriwal-delhi-government/1/341544.html दिल्ली सरकार स्वराज विधेयक , अपने चुनावी घोषणा पत्र में आम आदमी पार्टी ने वादा किया था, जो सत्ता की decentrilisation के उद्देश्य से एक कानून का मसौदा तैयार कर ली है . हेडलाइंस टुडे दिल्ली सरकार द्वारा तैयार की अंतिम मसौदे के अनन्य नकल है . विधेयक पार्षदों को याद करने के लिए बिजली की तरह कई शक्तियों होगा जो मोहल्ला सभा के गठन के लिए प्रदान करता है . उन्होंने यह भी लोगों के खिलाफ पुलिस कार्रवाई की सिफारिश करने के लिए बिजली , कानून और राष्ट्रीय राजधानी के आदेश पर केंद्र सरकार के नियंत्रण का उल्लंघन होता है कि एक खंड होगा . यहाँ दिल्ली नगर स्वराज अधिनियम 2014 की अंतिम रूप मसौदा है . * प्रत्येक वार्ड मिनट 8 और अधिकतम 12 mohallas में विभाजित किया जाना है * मोहल्ला सभा , एक औरत और एक आदमी का एक मोहल्ला समिति constituing होगा एक trangender के मामले में , व्यक्ति पुरुष या महिला के रूप में चुने जाने के लिए विकल्प चुन सकते हैं . * मोहल्ला सभा एक महीने में कम से कम एक बार पूरा करने के लिए है . * मोहल्ला सभा का कार्यकाल नगर निगम के बराबर होगा . * मोहल्ला सभा की बैठक वीडियो दर्ज किया जाना है. * मोहल्ला सभा की कार्यवाही स्थानीय केबल नेटवर्क और रेडियो स्टेशनों पर प्रसारित किया जाएगा . * मोहल्ला सभा के सभी निर्णय मोहल्ला सभा के प्रतिनिधियों पर बाध्यकारी होगा. * मोहल्ला सभा पार्षद याद शक्ति होगा ( पंजीकृत मतदाताओं के दस प्रतिशत हटाने के लिए सिफारिश कर सकते हैं और लोगों का 2/ 3 याद अनुमोदन करना है ) . * राज्य चुनाव आयोग याद में से एक महीने के भीतर निर्वाचित नए पार्षद मिलेगा . कार्य एवं मोहल्ला सभा के कर्तव्यों * मोहल्ला सभा , मोहल्ला सभा में सार्वभौमिक शिक्षा और स्वास्थ्य देखभाल के लिए प्रयास करते हैं तैयार है और भूख और बेघर और विकलांग वरिष्ठ नागरिकों , और समाज के अन्य कमजोर वर्गों के कल्याण के लिए उन्मूलन योजनाओं को लागू करेगा . मोहल्ला सभा की शक्तियां : मोहल्ला सभा * किसी भी राज्य सरकार के एक अधिकारी या नगर निगम के शरीर से कोई भी जानकारी प्राप्त करने का अधिकार होगा * सलाहकार किराया करने के लिए * प्रत्यक्ष और किसी भी व्यय को अधिकृत * दंड लगाने या मोहल्ला सभा के तहत सीधे आते हैं , जो सरकार के अधिकारियों को पुरस्कार दे * कोई भूमि उपयोग रूपांतरण प्रभावित मोहल्ला सभा के परामर्श के बिना अनुमति दी जाएगी (डीडीए के साथ सीधे टकराव ) * कोई शराब की दुकान मोहल्ला सभा के अनुमोदन के बिना खोला जाएगा * मौजूदा शराब की दुकानों को बंद करने के लिए प्रत्यक्ष कर सकते हैं मोहल्ला सभा ( केंद्रीय गृह मंत्रालय के तहत दिल्ली पुलिस के साथ सीधे टकराव ) द्वारा उन्हें भेजा * यदि पुलिस एफआईआर रजिस्टर करेगा मोहल्ला के किसी भी व्यक्ति को तब गिरफ्तार कर लिया गया है तो * पुलिस 2 घंटे के भीतर मोहल्ला सभा को सूचित करना होगा
