The Director POEA DOLE Comp. Trece Martirez Tacloban, City Sir: I would like to file a complaint against STEPHEN REMANDABAN a seafarer whos connected with ALSTER INTL. SHIPPING SERVICES, INC., Unfortunately, he is the father of my two (2) children namely Andrei Sealtiel Tormis and Aaron Raphael Tormis. (Birth Certificates hereto attached as Annexes A and B). I believe hes been working with the agency since 2009 and since then he has not given consistent support for his children. He only gave support sometime in 2010 but it only lasted for a year. All he does is giving his children false hope that he will give support and often times threat us that he will no longer give any support unless the childrens family name will be change to his family name. He also claimed that he is no longer obliged to give support for his children because he now has a new family. His live-in partner J. L. B. is now pregnant and they are expecting a baby this September 2014. This live-in partner of his has an existing marriage with R. B. (See attached marriage contract marked as annex C). I dont know if this administration tolerates such immoral and elicit affair. Im not sure if this immoral act is in violation of the code of ethics for seafarers that could be a ground for suspension or delisting from POEA registry but what I am sure of is that, this is in violation of RA 9262 and such immoral affair would never excuse him from his responsibility to give support for my children.
