The Education Ministry has responded to complaints from teachers on the school-based assessment (SBA) system, saying that they no longer need to key in data online thanks to an improved system. Education minister Tan Sri Muhyiddin Yassin (pic) said the move was expected to reduce their burden by about 80%. He said the revised system will come into effect on April 1. They can now key in the data offline without the need to input it into a central system. They will just have to keep records in their own schools. This will reduce their workload by 70 to 80%, if not 100%, Muhyiddin said after a briefing session with ministry officials and school unions today at Parliament. The SBA was implemented in 2011 starting with Primary One pupils. The following year, the ministry started implementing the SBA in all Form One classes. The SBA is part of the government’s efforts to produce more well-rounded students, instead of those purely excelling in studies. There are no annual exams under the SBA. Each day, teachers grade pupils on a subject based on a six-band spectrum starting from band one understand (the lowest) to band six “exemplary” (the highest). The ministry review came on the heels of a protest by teacher’s pressure group Suara Guru Masyarakat Malaysia (SGMM) protest in Bandar Baru Bangi on February 22. The SGMM wanted the SBA scrapped with schools reverting to the exam-based system. SGMM chief Mohd Nor Izzat Mohd Johari said they opposed it, as the SBA made students less competitive and at the same time burden teachers with paperwork. National Union of the Teaching Profession president Hashim Adnan said that they were very happy with the announcement and it was a gift for 400,000 teachers across the country. Further to this, we also want the ministry to look into reducing the workload of teachers in the classroom. In short, give back teaching to teachers, we want freedom to be able to teach in our classrooms, he added. Hashim said that this also meant that teachers did not have to wake up at 2am to key in data. NUTP secretary-general Lok Yim Pheng said that what was important now is for department and school heads to adhere to the improvements announced by the minister and not give “other additional work to teachers”. Lok said although now students would have to sit for school exams, this did not mean that schools were going back to an exam-oriented system. The other improvements announced by Muhyiddin included the replacement of the Standard Performance Document (SPD), which required a detailed way of entering data based on description and evidence of students performance. But now, the SPD had been simplified and downgraded into an advisory, where teachers can assess their students development based on their own observation and assessment using the advisory as a guide. Teachers can record their students’ development in their own time and using their own method. They will no longer be burdened with data collection and filling up of their students performance using complex evidence statements, Muhyiddin said. – March 18, 2014.
