The Ethnicization that has surely destroyed the Civil Service. Many mere mortal civil servants have always believed that the rule book is the Civil Service Code of Regulations and the employer is the the Public Service Commission exercising control, supervision and discipline either directly or by delegated powers. But in recent times, a worrying trend has emerged where the politicians who matter bring their political hirelings and have them absorbed into the service. No problem. The only problem is some of them even after being hired do not want to be subject to the COR case in point was one Miguna Miguna and his antics. In recent times now there is a newer breed that can neither be transfered, nor disciplined because the,Political Godfathers will promise hell to anyone doing so... It is really sad because the Law envisages Civil Servants to serve all equally and be accountable only through established Legal mechanisms. And this is why a majority of them are protected even when political regimes change. I think the biggest Civil Service Reform we now need is to have thr service educated to stick to her Legal mandate and ethos otherwise this politicisation will surely undermine the authority of public officers and the delivery agenda of Government.
