The First Amendment to the United States Constitution prohibits the impeding the free exercise of religion unless youre practicing human sacrifice or killing a woman because her husband died. Reading his bible (which many non-Christians even consider to be literature) during free time is well within his rights. It was not disruptive, and it doesnt violate anything but the teachers misunderstanding of the law. The much referred to separation of church and state is to stop instances like this: those in power overstepping their bounds and controlling the religious rights of the people. (Yes, I feel this way about students reading any religious texts, not just Christian.)
