The Government intends to introduce legislation in Parliament to amend the Building Act (2004) at the end of this year as part of the Earthquake prone building policy review (EQBPR). Local Government in New Zealand remain concerned that we will carry a disproportionate burden of the economic and social impact of the proposals outlined. Even if the resources are available to up-grade buildings it may not be economic to do so within the 15 year time frame proposed. Of Key Note: Owners will have to strengthen 34% of the new building standard (NBS) The time frame to deal with earthquake prone buildings has been extended by five years to 20 years. Councils will need to complete a seismic assessment of all non-residential and multi-unit, multi-storey residential buildings in their area within five years of the legislative changes taking affect. Building owners will receive the results of the assessment. Earthquake prone buildings will have to be strengthened or demolished within 15 years. Buildings oners of Category 1 heritage buildings can apply for exemptions or extensions to the timeframe.
