The Govindarajan Committee on Investment Reforms was piloted by Arun Shourie as Minister of Disinvestment during the Vajpayee led NDA Government. The Committee recommended dismantling the prevailing environmental regulatory system claiming it was a bottleneck to economic growth, even though the syatem was considered world wide as a remarkable step forward for India in the post Bhopal phase . Chidambaram aggressively promoted the Govindarajan Committee recommendations during his stint as Finance Minister in UPA I and II. Most natural resource allotment and environmental clearance scams can be linked to this whittling down of the environmental regulatory regime - it simply made the system in transparent to the public. Now Arun Shourie is touted as Indias next Finance Minister. Nothing changes for the Govindarajan project and its beneficiaries - all big investors and industrialists.
