The Govt scheme of helping subsistence farmers with tractors is a noble one. However i think it is a bit unfair on tractor owners to be paid by govt in arrears. Why should tractor owners always chase after payment whilst they should be in the field doing their job. Infact tractor owners are not making any profit since they are always at the mechanic incurring repairing expenses. The best way i feel is for farmers to pay cash and then claim from the govt.
