The Health Insurance industry is spending many 10s of MILLIONS of $$ telling you lies about Prop 45. It merely seeks to add Health Insurance policies to the authority of the publically elected California Insurance Commissioner who already has authority over auto and casualty policies and rate increases. Somehow, until now, Health Ins Policies are not under the Commissioners jurisdiction. They should be - without that, only the insurance companies have any say in how high their rates can be raised. Why should health insurance coverage be excluded from the authority of the Insurance Commissioner ?
