The Human Rights Watch organization issues a report on misuse of federal funds and lack of transparency to tribal members of LOWER BRULE SIOUX TRIBE.....Author of the report, ARVIND GANESAN, any allocation of funds is essentially done by resolution by the tribal council. Those resolutions should be available to the general public, as mandated by the Lower Brule Sioux Tribes own constitution and bylaws.....Access to public records lets you know what your government is doing he said....In theory, tribal resolutions and meeting minutes are meant to be available to the public. In practice, however, Ganesan said people dont have access. Even Tribal Council members claim that financial records is withheld for their review, If were not allowed to see these documents, how can they expect us to make financial decisions? says Kevin Wright, Tribal Vice Chairman. This report has been given to South Dakotas congressional delegation and their spokespeople expressing, the allegation of mismanaged federal funds as troubling and very serious. Mr. Ganesan, says other American Indian tribes have seen the report and contacted him, asking if he can look into their own tribal systems.
