The Independent Commentators Association Statement 6th, May, 2014- Radio Television Hong Kong, the public broadcaster, is currently reviewing its guideline for production staff. Director of Broadcasting Roy Tang Yun-kwong, however, reportedly demanded that a clause aiming at upholding freedom of expression be deleted. As Hong Kong press freedom was shrouded by a cloud of uncertainty, such request from the head of RTHK has at best demonstrated a lack of commitment to stick to the core value of Hong Kong, if it is not related to self censorship as speculated by some. Freedom of the press and of publication was enshrined in Article 27 of Hong Kong Basic Law. Therefore, the inclusion of expression freedom in its internal guideline is totally consistent with the SAR’s “little constitution”. At a time when the press industry is braving expecting “stormy weather”, a pledge from the iconic public broadcaster to safeguard expression freedom can certainly help saving public confidence. The Independent Commentators Association sincerely hopes that Roy Tang could himself defend this important core value of Hong Kong. The Independent Commentators Association
