The Indian constitution clearly states that the President shall appoint the Union Council of Ministers as per the recommendations of the Prime Minister. In simple terms ,The PM chooses his ministers. I think after 1984 this is the first time that rule is being followed in both letter and spirit. He has silenced the Sangh ,the Sena (& other allies) and the Superiors in his own party and has put his stamp on the cabinet by picking (and in the case of Suresh Prabhu ,plucking ) individuals of his choice. But the side effect of this decision is that in Maharashtra he is now at the mercy of NCP (Naturally Corrupt People) and this is in complete contrast to his call of Corruption (& Congress) Free India.
