The Inter-decadal Pacific Oscillation (IPO) has been switched on low, since about 1999. This increases the speed of winds along the equator, and This has the effect cooling the surface of the ocean, and tends to drive down global temperatures, driving warm water toward the bottom of the sea, and allowing cold water to rise. Even with this most powerful cooling effect, the atmosphere continued to warm, albeit, more slowly, since 1999. The IPO cooling trend is now reversing to high mode, and sea surface temps are starting to rise again. You here in the Bay Area, and along the pacific coast, are probably aware that our sea temperatures and sea levels have been odd this season, with sea temps as much as 10F above what is normal. This is the IPO switching to high, which will allow the sea surface to warm again, expanding it, causing sudden rises in sea levels as well. You who visit the marinas nearby (Antioch comes to mind), will have noticed the radical changes in high tides points, as they often override our infrastructure now.
