The Kiev junta now claims that they are willing to exchange all captives for all captives (whom they call hostages), as prescribed by the Minsk Agreements, EXCEPT if they did not shed blood, that is, if they did not participate in fighting. This new policy of the junta makes impossible any further exchange of POWs. Meanwhile, the junta continues arresting civil antifascist activists. In practice, this means that the so-called cyborgs are not going to be exchanged and thus released.
