The Libyan government is not here on an official visit to discuss bilateral issues with Muscat and his cabinet Only four days ago, the BBC reported what the Maltese press has ignored completely: that Libya now has two rival governments, and one (the one that arrived in Malta today, which was elected last June) has been holed up since July in a concrete 1970s hotel in Tobruk on the border with Egypt, to which its members had been forced to flee, a thousand kilometres away from Tripoli.
