The Michigan Senate Increases Per Pupil Spending: A Senate subcommittee today reported out K-12 funding plan for Fiscal Year (FY) 2015 that gives schools a larger foundation allowance increase -- between $150 and $300 -- by throwing away parts of Gov. Rick SNYDERs plan. The foundation allowance increase under Snyders proposal would have been between $83 and $111 per pupil. The Senate K-12 Appropriations Subcommittee threw away the Governors plan to put $100 million into the Michigan Public School Employees Retirement System or MPSERS. Districts contribution rates will stay at 20.96 percent instead of decreasing to 19.76 percent as they would have under the Governors proposal. The spending plan marks the first legislative movement on the FY 2015. From here, the plan will go the full Senate Appropriations Committee for consideration.
