The Murphy bill would have several devastating consequences for our mental health system in Philadelphia: • The Murphy bill withholds federal funds from any state that doesn’t put a coercive Assisted Outpatient Treatment program into place. • The Murphy bill cuts 85% of funding for the Protection and Advocacy for Individuals with Mental Illness (PAIMI) programs. Murphy’s bill would reduce funding for Pennsylvania’s PAIMI program, the Disability Rights Network, by 85 percent. • The Murphy bill would cut SAMHSA programming by 400 million dollars and severely restrict SAMHSAs ability to bring effective, evidence-based recovery-based models to Philadelphia. The Murphy Bill cuts funding, makes new programs subject to Congressional approval, and would not allow for most of the Person-Centered, Recovery-Oriented, Peer-Based programs SAMHSA currently supports. Community Advocates urge you to take action now to stop HR 3717.
