The NDRF has battalions stationed in 10 cities across India, each with 1,149 personnel, a canine squad, paramedics, search and rescue equipment and water rescue boats with diving equipment. But no helicopters. If the NDRF wants to fly their teams to remote areas it must get permission from the Home Ministry and the Ministry of Defense to use helicopters belonging to the Indian Air Force, according to an official in the National Disaster Management Authority, a committee chaired by the Prime Minister of India, which sets disaster management policy in the Home Ministry. This is a time consuming process, said the official. “What should take half an hour takes much more time,” the official said. The NDMA member would not be drawn on the exact time delay caused by the added bureaucracy.
