The NEA RA voted to deny two of its members their NEA Constituional right to have a motion to change the NEA Constitution voted on by the Representative Assembly by secret ballot. Two members that had their proposed NEA Constitutional change printed in the RA Today, but when the RA met in Atlanta, the NEA President did not send Constitution Amendment 1 by delegate John Redmond, Maryland and Constitution Amendment 3 by delegate Lorene Dinsmore to be voted on by secret ballot. Instead, the RA was told that since there were three Constitutional Amendments on the same subject (changing policy on portion of classroom teachers that must be represented on NEA committee appointments) the RA would be afforded the opportunity to select which one of the three proposed amendments would be sent to ballot. This procedure met two of three would not be voted on by secret ballot as required by the NEA Constitution. And, that is what happened: John Redmond and Lorene Dinsmore did not have their proposed changes voted on by secret ballot at the 2013 NEA RA. It is ironic that this nullification of a NEA Constitutional right was enacted on by the RA on of all days the Fourth of July! I am considering for the next RA an amendment to the NEA Bylaws to prohibit clustering NEA Constitutional proposed changes of the same subject and denying a members Constitutional right to a secret ballot election. I am open to suggestions to how to word such a proposed Bylaw amendment.
