The Office of the Child Advocate today issued its report on the Shooting at Sandy Hook Elementary School. The report traces the educational history of Adam Lanza. It documents a lengthy history of negligence by the Newtown Public Schools. Time and again, they were put on notice of Lanzas deep emotional issues. Instead of providing services, the district placed him on homebound instruction and provided no oversight. When the Yale Child Study Center make specific recommendations in 9th grade, the district ignored them. By 10th grade, he was again withdrawn from school. While the Child Advocate is certainly correct that no direct line of causation can be drawn, it is also the case that the Newtown Public Schools utterly failed to discharge their obligations under the Individuals with Disabilities Education Act.
