The Origin and Evolution of the DREAM ACT There is a Chronology of Events that started in February 2009, that I think may have a link to the US Immigration Situation and the DREAM ACT. The Military began an Immigrant Recruitment Program in February 2009, and continued into 2010, according to this New York Times article: Set up to run through the end of 2009, and to accept 1,000 recruits, with 890 coming from the Army, the program was extended after the Army filled its slots. The Pentagon extended the program through February by adding 120 new positions, but the Army filled those by Jan. 14, according to a notice posted on the Web site for the program, known in the military by the acronym Mavni (Military Accessions Vital to National Interest). nytimes/2010/01/22/us/22recruit.html They were very pleased with the higher educated recruits they were getting: Although the program has started small, senior commanders have praised it as an exceptional success. Recruiting officials said it had attracted a large number of unusually qualified candidates, including doctors, dentists and native speakers of Arabic, Urdu, Hindi, Punjabi, Korean and other languages from strategic regions where United States forces are operating. “We don’t see this normally; the quality for this population is off the charts,” said Lt. Col. Pete Badoian, a strategic planner at the Army Accessions Command, the recruiting branch of the Army. ***************************** Then, this nice little Incentive shortened receiving Citizenship from 3-years to 1-year, and extended Instant Citizenship to family members of those who died honorably, while serving: Immigrant soldiers get fast track to citizenship Posted on January 15, 2010 | By Mizanur Rahman blog.chron/immigration/2010/01/immigrant-soldiers-get-fast-track-to-citizenship/ Survivor Benefits: prhome.defense.gov/DOCS/FY2010-12%20PR%20Strategic%20Plan%20(Final%20Public)(4%20January).pdf **************************** Is it a Coincidence that the DREAM ACT Legislation Originally started out in 2010, as a Bipartisan Bill? It was Claimed to be Intended to provide a Road To Citizenship for Children of Illegal Immigrants, who were Raised and Grew Up in America, and were Attending American Schools. This is what they said: Over three million students graduate from U.S. high schools every year. Most get the opportunity to test their dreams and live their American story. However, a group of approximately 65,000 youth do not get this opportunity; they are smeared with an inherited title, an illegal immigrant. These youth have lived in the United States for most of their lives and want nothing more than to be recognized for what they are, Americans. The DREAM Act is a bipartisan legislation ‒ pioneered by Sen. Orin Hatch [R-UT] and Sen. Richard Durbin [D-IL] ‒ that can solve this hemorrhaging injustice in our society. Under the rigorous provisions of the DREAM Act, qualifying undocumented youth would be eligible for a 6 year long conditional path to citizenship that requires completion of a college degree or two years of military service. dreamact.info This is What the Congressional Version of the Dream Act Claimed They Wanted It To Do. Both Parties Supported it. It had a Limited Scope of Application: m.whitehouse.gov/blog/2010/12/01/get-facts-dream-act --- That is what Congress Said it Wanted to Do. I think their Motivations were Not so Altruistic in Nature... They actually Listed this First among their Reasons for implementing this Legislation: The DREAM Act will contribute to our military’s recruitment efforts and readiness. Secretary of Defense Gates has written to DREAM Act sponsors citing the rich precedent of non-citizens serving in the U.S. military and stating that “the DREAM Act represents an opportunity to expand [the recruiting] pool, to the advantage of military recruiting and readiness.” The DREAM Act is also a part of the Department of Defenses 2010-2012 Strategic Plan to assist the military in its recruiting efforts. **************************** With open inclusion of gays in the Military, a drastic drop in troops was being forecast: dailycaller/2010/11/18/will-president-obama-bring-back-the-draft/?utm_referrer=https%3A%2F%2Fgoogle%2F In 2010, Conscientious Objection Requests started Coming in from Soldiers wanting to Quit the Military, not wanting to deal with the possibility of openly Gay Behavior in their barracks: query.nytimes/gst/fullpage.html?res=9C03EFDB163FF93BA25754C0A9669D8B63 I have a suspicion that one of the Primary Goals of the Bipartisan Effort of the Original Bill may have been to provide a Source of Military Troops, since the Number of Americans Willing to serve was from time to time Short of what our Military Needed. You may Not Remember the Discussions on whether or not to Resume the Draft --- but, I Do. Here is a PDF File of Democrat, Charles Rangels 2010 Mandatory 2-year service, DRAFT BILL. Over the years, He keeps trying to get it passed. It Includes Women. It keeps getting Voted down, thankfully: gpo.gov/fdsys/pkg/BILLS-111hr5741ih/pdf/BILLS-111hr5741ih.pdf I am wondering if the DREAM ACT may have Originally been Intended to supply our Military with a needed, Continuous Supply of SOLDIERS --- but Obama threw a wrench into That part of it, and made Significant Changes through his Executive Orders. That is How it BEGAN --- But it was CHANGED by Obama, and Became Something Else... Obama Extended it to Include some aspects of it to Children, who are NEWLY ARRIVED, something the Original Bill was Never Intended to Do... ***************************
