The Ottumwa city council has decided to pass the law preventing people from parking or as I understand it even drive in your own yard that you pay taxes on. Ottumwa has , by the last census , 24840 people living here. 19% of those people are over the age of 65 or 4719 elderly living in the city limits of Ottumwa. If ony 10% of those have a disability that is 472 disabled residents. I dont know if the city council has done an impact study to see how many elderly and disabled people will be negatively affected by this new rule or not. I will be contacting the Iowa attorneys office to file a complaint of discrimination against persons with disabilities. There are a lot of the older Ottumwans that cant carry goods that they purchase from their driveway to their door because of a disability. I understand not wanting vehicles parked in the front yard for long periods of time but to ban the elderly and disabled from parking long enough to unload their weekly groceries is discriminatory. There are two more readings of the ordinance before it becomes law.
