The Pacific Southwest Region’s Fire and Aviation Management staff is currently in the process of outreach to assess interest in a permanent, fulltime GS-0401-11 Data Services Specialist (Geographical Information Specialist) position located in McClellan, CA. About The Position This position serves as a Data Services Specialist (GIS) for a Regional Office Fire and Aviation Management (FAM) staff. The incumbent provides a range of geospatial and information technical support; supports users in the application of GIS for their needs and works with teams in implementing standards and responding to issues. Major Duties Establishes plans for the effective utilization of geospatial data and systems. Develops and compiles geospatial data and/or manipulate data using GIS techniques. Identifies and collects existing national and regional datasets as well as specific project data from various data sources and formats such as maps, relational databases, digital aerial photography, satellite imagery and published reports. Develops and manages geospatial databases and identifies methodologies and applications for the manipulation and analyses of geospatial data to achieve stated objectives. Conducts geospatial analyses related to the human, social, cultural, economic, ecological, and physical environment. Also develops methodologies, applications, and databases for the display of spatially referenced management data including schedules, budgets, expenditures, and other program and project management data. Serve as a point of contact for user inquiries on all matters pertaining to GIS, and provides GIS users with tools and techniques that allow them to retrieve, analyze, manipulate, and present their data efficiently and effectively. Provides GIS support and guidance to the installation users in selecting appropriate hardware, software, and other appropriate products for their applications. Evaluates new technology to determine its applicability. Prepares and distributes common user information regarding software and applications facilitating information resource sharing of applications and databases to prevent redundancy. Provides training and education through formal classroom presentations and one-on-one training with the users. Major Duties (cont.) Establishes scopes of work, schedules, and budgets for the accomplishment of assigned tasks. Identifies, recommends, and implements processes and procedures to ensure the collection and storage of geospatial data comply with Agency standards. Prepares written reports, charts, graphs, maps, and other textual or visual products. Participates in intra-agency, private, and public interest meetings and conferences concerning issues within the GIS community. Contacts other GIS specialists to obtain information and interpret findings from ongoing analyses. Knowledge Required • Knowledge of Geographic Information Systems (GIS) technology, remote sensing Technology and aerial imagery, and Global Positioning System (GPS) technology and methods to solve problems and design new methods where established methods and procedures are inapplicable or are unavailable. • Knowledge of GIS software and methods to produce custom maps, reports, briefs, and digital media products. • Knowledge of geospatial data analysis methods to perform calculations and provide analysis products in the form of maps, figures, tables, charts or other media. • Knowledge of principles of physical, cultural, and analytical geography and/or cartography as they apply to GIS functions, principles, and techniques. • Knowledge of the interrelationship of various natural and cultural resources; for example range, wildlife, soil, water, minerals and others. • Knowledge of operating characteristics of computer equipment required to support GIS in addition, related software. • Ability to produce written communications, maps and other visual representations of complex spatial information in order to present data and analyses, results and recommendations to various audiences including non-technical parties. • Ability to communicate clearly about the application of GIS with planners, engineers, resource specialists, managers etc. at all levels of the Forest Service and other state, federal and local agencies. fs.usda.gov/main/r5/fire-aviation
